Booting up XCOM 2 with the 1 year old Radeon RX 5950 looks like it will return a consistently high 198 frame rate. Those frames are achieved on XCOM 2 when being played at 1920x1080 screen resolution and on High graphics.

With such a strong 1080p performance the Radeon RX 5950 overshadows the XCOM 2 recommended specs. Push things up to Ultra 4K and we still get 64 frames per sec. Using the graphics card release price, this is a $0 cost per FPS and a $0 per FPS at 1440p Ultra.

Crank things up is what we say. Ultra 4K is our recommended game settings for XCOM 2, as long as you have 8GB of RAM or more. A good processor component to help with these settings would be the AMD Ryzen 7 2700X.
