Is this CPU decent? A local shop in my area is selling this for $35, and it's the maximum my motherboard can support. I'm not sure if it's much better than my current CPU in terms of heat, because mine runs real hot.

it's deffinetily better than your cpu, also it's cooler and it uses less power than your pentiumD, it's not decent cpu but it runs newest games at least on medium with your resoulution, if you try to overlock it at least to 3-3.1 ghz than you will games on better fps with better settings, also it's important that your system with this cpu would be very ballanced, now your cpu bottlenecks your gpu a little, so i recommend to get it in 30-40$ !!
