Because of the architecture. This one is clarkdale which is not so powerful as a sandy bridge core i3-2100.

Clock Speed doesn’t matter much when comparing processors, especially if the difference is just a 0.4 GHz.
Intel's Sandy Bridge launch brought its desktop CPU line up to 3.8GHz, but if you'd remember the Pentium 4 got up to 3.8GHz before being cancelled. So does that mean a Pentium 4 is on the par with a sandy bridge?
Simply put? No.
There's lots of other factors like the number of cores, architecture, pipeline length, not to mention the chip's lithography.
The relationship between a clockspeed and performance isn't nearly as straightforward as it used to be (not that it was ever that simple :D)

This CPU is faster in gaming than Phenom II X4. When you overclock it to 4GHz (1.25/1.3v) it's really fast and it can push any single GPU card on the planet (on 1080p).
