How can a dual-core(even with HT) be better than my FX-4170?
Well, Intel is better for single-Threaded performance. But the FX is Better for overclocking, so i Can say if the FX is better for than i3 if you Overclock it at maximum speed. But at the Standard base Clock, your FX will not pass this i3.

FX 8350, because it has more cores (its more future proof), but both these CPUs are basically performing similarly (because high clocks), but FX8350 has weaker cores, so in case of single-core performance, the i3-4370 is better. The FX is more multipurpose. Buuut…it should be more benefitable if you choose the FX, especially if you want to get GTX 970.
