got this setup everything new except GPU for 400$. is there better builds for this budget?
Is it a good combo with my rx 460 because I have a bottleneck with mine FX-6100 and I want to sell this one as fast as possible.
I'd go with a i3-8350k or a Ryzen R5 1500x, the Ryzen is faster and has twice the threads for almost the same price as the i3. Naturally I recommend you opt for AMD to get more performance for your money, not to mention the AM4 motherboard is supported until 2019 where as the Intel Z370 socket is only for 8th gen.
Thats way over my budget I was thinking of buying it used and a new mobo without changing my ddr3 ram for ddr4 wich is too expensive and would it be better if I bought a better graphics card instead of the R5 + new RAM and a mobo.
I see, in that case if your motherboard is good enough I'd get a fx8350 or 8370 to drop in and get a lot more performance. They are super cheap now so that should be good.
With Ryzen, we finally had the jump in CPU price/performance after years of stagnation.
For those like me looking to squeeze every last ounce of life out of their i5 4590, I ask a question -- how many single player games, if any, can this CPU not run at 60fps?
Arma 3 and Atilla Total War is where I've got pretty low fps with this cpu. Could be on my end tho so.
if i get this would a gtx 760 be a great card to use with this or should i get something more powerful what do you think :)

Yeah.
1070, 1080, 1080sli, no problem. However if I were you I would wait for the AMD RX 480. They say two 480's are as strong as one 1080 but for half the price of an 1080. If thats true, much better deal (it would even be cheaper than a single 1070).
VR minimum is that CPU and zero difference, why can't this CPU be used for VR? (GPU doesn't count because I know this GPU I use is not for VR.)
i5 4590 is same % of i7 4700MQ
The 8320E is an "low(er)" energy cpu. The cpu clock is lower and the FX 8320E shares cache per 2 cores. This means less performance and Instructions Per Core (IPC). Resulting in not strong enough for VR.
For laptops, they need an i7 quadcore (no i7-4500u, u stands for ultra low voltage) with 2,6GHz or more (my laptop with i7-4710hq is not good enough but my friends i7-4720hq is good enough,).

Does anybody know how to overclock this CPU? i have a asus H81 gamer Motherboard.
This is not a K version of a cpu which means it got a locked multiplier. This cpu can be overclocked to the turbo boost speed (3.7GHz max.). However keeping a non K processor stable is much harder. Don't do this if you don't have much experience with overclocking. Even when you did overclock a K version once I wouldn't recommend it.
