Athlon II X2 280 is a recent addition to AMD's Athlon II series of microprocessors, built using a 45 nm technology fabrication, using a Regor core. It is as of now, the fastest Athlon Dual Core CPU, and the only one released in 2013. It packs two cores clocked at 3.6GHz each, and 2MB of L2 Cache memory. The thermal design power should not exceed 65 watts.

Athlon II X4 740 wich has only 3.2 GHz is 43% better than Athlon II X2 280 wich has 3.6 GHz.
Clock rate is only part of the equation you need to take into account core count, ipc, cache,etc, the athlon ii x4 has four cores, while the x2 280 has 2 cores.
It's the architecture, the 280 is based on 45nm die and K10 architecture which is very old now but still good. The 740 is based on the new Piledriver architecture and 32nm die, newer and better. Also 2 more cores and double the L2 cache. :)
