Because this is v2. which has GDDR5 memory clocked at 1150 mhz and it has very much higher bandwidth. While yours is v1. Old DDR3 memory clocked at 900 mhz and very weak bandwidth and 2 GB is useless for it.

i mean its better for 400watt psu it will run it nicely and it will let u add more hdd and other stuffs or u just have to put extra money so try to get 400watt only

No, it won't, don't worry. I have a similar dual core like you. Mine is a Sandy Bridge Pentium G rated at 3 GHZ. I also bought this video card, should be enough for a media center and light gaming PC.
