GeForce 9800 GT is a High-End Graphics Card based on the first revision of the Tesla Architecture.

Tesla was NVIDIA's First Unified Shader Architecture.

It equips a GPU Codenamed G92-270-A2 which has 7 Stream Multiprocessors activated and thus offers 112 Shader Processing Units, 56 TMUs and 16 ROPs. The Central Unit is clocked at 600MHz.


Memory
The GPU accesses a 512MB frame buffer of GDDR3, through a 256-bit memory interface. The size of the frame buffer is adequate. The Memory Clock Operates at 900MHz.


Features
DirectX 10.0 Support (10.0 Hardware Default) and support for SLI, NVIDIA PureVideo HD Technology, Dual-stream Hardware Acceleration, PhysX, CUDA, HybridPower and other technologies.


Cooling Solution
The Cooling Solution consists of a Single-Fan.


Power Consumption
With a rated board TDP of 105W, it requires at least a 400W PSU and it requires at least one 6-pin available connectors.


Performance
GeForce 9800 GT is a direct re-brand of GeForce 8800 GT.
Gaming benchmarks put its performance somewhat below a Radeon HD 4770, meaning it is much faster than Radeon HD 3870.

Upgrades are always worth it and 8gb ram will be a lot better but I am not sure if it will help a lot with gta v specifically!

Your rig can handle the 9800 GT fine. My 9800 GT paired with my E8400 runs Valve's games maxed at 1920x1200. However, the 9800 GT is not able to play newer games that only support DirectX 11. Therefore, I recommend getting a DirectX 11 GPU.

Make sure your power supply has a 6-pin power connector for the 9800 GT, which was not a requirement for your 8600 GT. However, for the 9800 GT Green Edition you do not need a 6-pin power connector. But the Green Edition is not as powerful.

I am waiting for Valve's new games especially Left 4 Dead 3 to be released so I do not mind waiting for a new gaming PC. Also with DX 12 releasing soon it may be better to wait for a new graphics card. After doing some research about DX 12.

I found that there are no GPUs that utilize 100% of DX12’s features, AMD’s Graphics Core Next is the only architecture to support DX12 resource binding tier 3. However, feature level 12_1 is only supported by Nvidia’s 2nd gen Maxwell

I would go either way for Nvidia's new 980 Metal or 980 Ti and AMD's rX 300 series graphics cards. AMD will support Mantle, Vulkan and DirectX 12. Nvidia will support DirectX 12 and Vulkan.
