In terms of overall gaming performance, the graphical capabilities of the Nvidia GeForce RTX 2070 Super Mobile are significantly better than the Nvidia GeForce GTX 1650 Ultra.
The GTX 1650 has a 270 MHz higher core clock speed than the RTX 2070, but the RTX 2070 has 104 more Texture Mapping Units than the GTX 1650. As a result, the RTX 2070 exhibits a 103.4 GTexel/s better Texture Fill Rate than the GTX 1650. This still holds weight but shader performance is generally more relevant, particularly since both of these GPUs support at least DirectX 10.
The GTX 1650 has a 270 MHz higher core clock speed than the RTX 2070, but the RTX 2070 has 32 more Render Output Units than the GTX 1650. As a result, the RTX 2070 exhibits a 27.9 GPixel/s better Pixel Fill Rate than the GTX 1650. However, both GPUs support DirectX 9 or above, and pixeling performance is only really relevant when comparing older cards.
The RTX 2070 was released less than a year after the GTX 1650, and so they are likely to have similar driver support for optimizing performance when running the latest games.
Both GPUs exhibit very powerful performance, so it probably isn't worth upgrading from one to the other, as both are capable of running even the most demanding games at the highest settings.

However, the actual shader performance of the RTX 2070 is 3533 and the actual shader performance of the GTX 1650 is 1425. The RTX 2070 having 2108 better shader performance and an altogether better performance when taking into account other relevant data means that the RTX 2070 delivers a massively smoother and more efficient experience when processing graphical data than the GTX 1650.
The GeForce RTX 2070 Super Mobile requires 115 Watts to run and the GeForce GTX 1650 Ultra requires 90 Watts. We would recommend a PSU with at least 400 Watts for the GTX 1650, but we do not have a recommended PSU wattage for the RTX 2070. The RTX 2070 requires 25 Watts more than the GTX 1650 to run. The difference is not significant enough for the RTX 2070 to have a noticeably larger impact on your yearly electricity bills than the GTX 1650.

Mini Review | Overview The GeForce RTX 2070 Super Mobile card is a high-end RTX 20 Series graphics card for laptops and considered an enthusiast graphics card based on the Turing GPU architecture. Architecture It equips a Turing GPU Codenamed TU104 which is a First Gen Turing GPU and has 40 SM activated, offering 2560 Shader Processing Units, 160 TMUs and 64 ROPs. The Turing architecture provides the world's first consumer support for real-time ray-tracing technology, or RTX. It also has 320 Tensor Cores for AI purposes. GPU The TU106 GPU used in the GeForce RTX 2070 Super Mobility is clocked lower than the desktop variant, leading to a slight reduction in game performance. The standard model has a base clock speed of 1605 MHz and a boost clock speed of 1770 MHz. Memory The GPU accesses an 8GB frame buffer of first-gen GDDR6 memory through a 256-bit memory interface, while the Memory clock operates at 1750MHz. Power Consumption With a rated board TDP of 80-115W the RTX 2070 Super Mobile is fairly power hungry and will significantly reduce laptop battery life at full load.
