In terms of overall gaming performance, the graphical capabilities of the Nvidia GeForce RTX 2070 Galax SG Edition 8GB are noticeably better than the Nvidia GeForce RTX 2080 Max-Q 90W.
The RTX 2070 has a 420 MHz higher core clock speed but 40 fewer Texture Mapping Units than the RTX 2080. The lower TMU count doesn't matter, though, as altogether the RTX 2070 manages to provide 20.8 GTexel/s better texturing performance. This still holds weight but shader performance is generally more relevant, particularly since both of these GPUs support at least DirectX 10.
The RTX 2070 has a 420 MHz higher core clock speed than the RTX 2080 and the same number of Render Output Units. This results in the RTX 2070 providing 26.8 GPixel/s better pixeling performance. However, both GPUs support DirectX 9 or above, and pixeling performance is only really relevant when comparing older cards.
The RTX 2070 was released less than a year after the RTX 2080, and so they are likely to have similar driver support for optimizing performance when running the latest games.
Both GPUs exhibit very powerful performance, so it probably isn't worth upgrading from one to the other, as both are capable of running even the most demanding games at the highest settings.
The GeForce RTX 2080 Max-Q 90W and the GeForce RTX 2070 Galax SG Edition 8GB have the same amount of video memory, but are likely to provide slightly different experiences when displaying game textures at high resolutions.

The GeForce RTX 2080 Max-Q 90W requires 90 Watts to run and the GeForce RTX 2070 Galax SG Edition 8GB requires 175 Watts. We would recommend a PSU with at least 550 Watts for the RTX 2070, but we do not have a recommended PSU wattage for the RTX 2080. The RTX 2070 requires 85 Watts more than the RTX 2080 to run. The difference is significant enough that the RTX 2070 may have an adverse affect on your yearly electricity bills in comparison to the RTX 2080.
