In terms of overall gaming performance, the graphical capabilities of the AMD Radeon RX 5700 MSI Evoke OC 8GB are significantly better than the AMD Radeon RX 580 8GB.

The AMD Radeon RX 5700 MSI Evoke OC 8GB is an Enthusiast gaming Graphics Card based on the first (1.0) Revision of the RDNA Architecture.

Architecture
The Navi 10 XL GPU offers support for GDDR6 Memory, DirectX 12.0, Vulkan 1.0, and OpenGL 4.5. This variant of the Navi 10 XL GPU features 36 Compute Units activated, offering 2304 Shader Processing Units, 144 TMUs and 64 ROPs. The GPU features a 1465 MHz base clock speed and up to 1725 MHz with boost clock, making it an estimated 15% faster than a GeForce RTX 2060. This puts its predicted performance roughly in line with the Radeon RX Vega 64.

The GPU is equipped with high-speed GDDR6 and accesses the Frame Buffer through a 256-bit memory interface, providing total memory bandwidth of 448 GB/s.

The GPU can fill up a Memory Pool of up to 8GB. Under most circumstances, this only proves useful in certain 3D Games whose Settings Require Large Amounts of Memory.
However,the GPU itself is aimed for 4K Gaming, In some limited scenarios, 8GB might be a bottleneck and Performance could be better were the Frame Buffer larger, however this would only be an issue in the most demanding games.

With a rated board TDP of 225W, it requires at least a 750W PSU with one available 8+6-pin connector.

Performance
The AMD Radeon RX 5700 MSI Evoke OC 8GB competes with GeForce RTX 2070 8GB, which is available for $499.
Specs currently available suggest the AMD Radeon RX 5700 MSI Evoke OC 8GB performance should be in the same region as the Radeon RX Vega 64.
System Suggestions
The AMD Radeon RX 5700 MSI Evoke OC 8GB is best suited for resolutions up to and including 3840 x2160 (4K). For the most demanding AAA games it should be ideally suited to 1440p. We recommend a Very Strong Processor and at least 16GB of RAM for Optimal Performance.
Overview
First off we should point out that this is not the new AMD Vega graphics card line. The new AMD Radeon RX 500 series are an uprated version of the RX 400 series that they are replacing. This RX 580 8GB graphics card is one of the two more powerful models from the new AMD Radeon RX 500 Series.

This RX 580 is the 8GB version and there is also the lower VRAM version, RX580 4GB available.

Architecture
It equips a GPU codenamed Polaris 20 XTX, which has 2304 shader processing units, 144 TMUs and 32 ROPs.

The RX 580 8GB central processing unit runs at 1257MHz and goes up to 1340MHz when in boost and turbo mode.

Memory
The GPU accesses a 8GB frame buffer of fast GDDR5, through a 256-bit memory interface, while the Memory Clock operates at 2000MHz.

Power Consumption
The RX 580 8GB has a power TDP requirement of 150W. This means it will require at least a 500W PSU with one dedicated 8-pin connector.

Performance
Early benchmarks indicate that the AMD Radeon RX 580 8GB will be similar in performance to the Nvidia GTX 1060 in terms of gaming performance. This puts the RX 580 8GB about 8% faster than the model it replaced, the AMD Radeon RX 480 8GB. Comparing the RX 580 to RX 570 we see 1440p frame rates around 8-15% better with the RX580 version

The new Radeon RX 580 8GB releases on the 18th April 2017 and is best suited for resolutions up to and including 2560x1440. We recommend a high-end processor, like the new Ryzen R5 and at least 8GB of RAM for optimal gaming performance.
