In terms of overall gaming performance, the graphical capabilities of the AMD Radeon HD 7950 3-way Crossfire are significantly better than the AMD Radeon RX 470 4GB.

The RX 470 has a 126 MHz higher core clock speed than the HD 7950, but the HD 7950 has 208 more Texture Mapping Units than the RX 470. As a result, the HD 7950 exhibits a 150.3 GTexel/s better Texture Fill Rate than the RX 470. This still holds weight but shader performance is generally more relevant, particularly since both of these GPUs support at least DirectX 10.

The RX 470 has a 126 MHz higher core clock speed than the HD 7950, but the HD 7950 has 64 more Render Output Units than the RX 470. As a result, the HD 7950 exhibits a 47.2 GPixel/s better Pixel Fill Rate than the RX 470. However, both GPUs support DirectX 9 or above, and pixeling performance is only really relevant when comparing older cards.

The RX 470 was released over three years more recently than the HD 7950, and so the RX 470 is likely to have far better driver support, meaning it will be much more optimized and ultimately superior to the HD 7950 when running the latest games.

Both GPUs exhibit very powerful performance, so it probably isn't worth upgrading from one to the other, as both are capable of running even the most demanding games at the highest settings.

The HD 7950 has 5120 MB more video memory than the RX 470, so is likely to be much better at displaying game textures at higher resolutions. This is supported by the fact that the HD 7950 also has superior memory performance overall.

The HD 7950 has 508.8 GB/sec greater memory bandwidth than the RX 470, which means that the memory performance of the HD 7950 is massively better than the RX 470.

The Radeon RX 470 4GB has 2048 Shader Processing Units and the Radeon HD 7950 3-way Crossfire has 5376. However, the actual shader performance of the RX 470 is 2470 and the actual shader performance of the HD 7950 is 3656. The HD 7950 having 1186 better shader performance and an altogether better performance when taking into account other relevant data means that the HD 7950 delivers a massively smoother and more efficient experience when processing graphical data than the RX 470.

The RX 470 transistor size technology is 14 nm (nanometers) smaller than the HD 7950. This means that the RX 470 is expected to run slightly cooler and achieve higher clock frequencies than the HD 7950.

The Radeon RX 470 4GB requires 120 Watts to run and the Radeon HD 7950 3-way Crossfire requires 540 Watts. We would recommend a PSU with at least 450 Watts for the RX 470. The HD 7950 requires 420 Watts more than the RX 470 to run. The difference is significant enough that the HD 7950 may have an adverse affect on your yearly electricity bills in comparison to the RX 470.

The AMD RX 470 4GB graphics card is a 2016 released performance graphics card based on the third revision of the Graphics Core Next (GCN) architecture. This card competes against Nvidia's outgoing, but very popular, GTX 970 and the incoming GTX 1050 Ti, when that releases.

Architecture
It is powered by the Ellesmere PRO GPU, which has 2048 shader processing units, 128 TMUs and 32 ROPs.

GPU
The central unit runs at 926MHz and goes up to 1206MHz, when boost mode is triggered.

Memory
The GPU accesses a 4GB frame buffer of GDDR5, through a 256-bit memory interface, while the memory clock Operates at 1650MHz.

Power Consumption
With a rated board TDP of 120W, it requires at least a 400W PSU with one available 6-pin connector.

Performance
The AMD RX 470 has been built as a Mid/High performance graphics card for 2016. It will run most triple AAA titles released during 2016 on medium to high graphics at 1080p screen resolution. With adjustments and lowering anti aliasing this card can confidently maintain 60+ frames per seconds on high graphic settings at 1080p. Moving to 1440p screen resolution and the graphics card may need to be adjusted down to medium in order to maintain 50-60+ fps.

System Suggestions
The RX 470 is best suited for resolutions up to and including 1920x1080. We recommend a mid range processor and at least 8GB of system memory for optimal performance.

Crossfire relies a lot on proper driver support and may suffer from micro-stuttering in lower frame rates (below 30). Benchmarks indicate the performance is overall, is somewhat superior to a single Radeon HD 7990 performing by itself it might be worse (depending on whether or not the 3D game supports crossfire or in the graphics driver) than a single Radeon HD 7950. Expect this combination to draw up to 540 Watt though the average power consumption should be slightly lower.
Even the most demanding games will run at the highest settings.
