In terms of overall gaming performance, the graphical capabilities of the Nvidia GeForce GTX 690 are significantly better than the AMD Radeon HD 8970 (OEM).

The Radeon HD 8970 (OEM) requires 250 Watts to run and the GeForce GTX 690 requires 300 Watts. We would recommend a PSU with at least 600 Watts for the HD 8970 and a PSU with at least 650 Watts for the GeForce GTX 690. The GeForce GTX 690 requires 50 Watts more than the HD 8970 to run. The difference is significant enough that the GeForce GTX 690 may have a slight adverse affect on your yearly electricity bills in comparison to the HD 8970.

Radeon HD 8970 (OEM) is an OEM only, High-End Graphics Card based on the First Revision of the Graphics Core Next (GCN) Architecture.

Architecture
The GCN Architecture succeeds the 40nm Terascale Architecture. In addition to being produced with a 28nm Technology, the GCN Architecture adds other Technologies that allow for energy efficiency. For example, ZeroCore Power, a long idle power saving technology, allows the Graphics Cards to shut down by itself when the Monitor is turned off.
GCN also adds Improved Anisotropic Filtering, DirectX 11 Tessellation and the Partially Resident Textures (PRT) Technology, which enables future games to utilize ultra-high resolution textures with the same performance as today's small and often repetitive textures.

GPU
It equips a GPU Codenamed Tahiti XT which has 32 Compute Units activated and thus offers 2048 Shader Processing Units, 128 TMUs and 32 ROPs. The Central Unit is clocked at 925MHz.

Memory
The GPU accesses a 3GB frame buffer of fast GDDR5, through a 384-bit memory interface. The size of the frame buffer is exaggerated and in no way benefits the GPU. The Memory Clock Operates at 1375MHz.

Power Consumption
With a rated board TDP of 250W, it requires at least a 600W PSU with one available 6-pin and one available 8-pin connectors.

Radeon HD 8970 (OEM) is a Direct Rebrand of Radeon HD 7970 and performs exactly like it.

System Suggestions
Radeon HD 8970 (OEM) is best suited for resolutions up to and including 1920x1080. We recommend a Strong Processor (Intel Core i5 Quad Core/AMD FX Six Core) and 8GB of RAM for Optimal Performance.
GeForce GTX 690 is a dual-GPU graphics card solution of two GeForce GTX 680 (not SLI) and part of the 600 Series released by NVIDIA in 2012.
As usual and a hindrance of dual-GPU graphics cards, the clock frequencies had to be reduced. However, NVIDIA managed to almost double-cross this problem by developing Turbo Boost technology that sets the GPU's core clock from 915 to 1019MHz. The other specs, such as the number of cores, memory speed, and memory bandwidth per GPU are the same on both cards.
The Performance is mind-blowing and indicated for gamers that use demanding technologies, such as Tesselation, paired with extreme resolutions and on games already Very Demanding from the start, such as Metro 2033 and The Witcher 2. GeForce GTX 690 is less expensive and energy consuming than GTX 680 put in Dual SLI.
