In terms of overall gaming performance, the graphical capabilities of the Nvidia GeForce GTX 760 Palit JetStream 4GB Edition are marginally better than the AMD Radeon HD 8950 (OEM).

The GTX 760 has a 222 MHz higher core clock speed but 16 fewer Texture Mapping Units than the HD 8950. The lower TMU count doesn't matter, though, as altogether the GTX 760 manages to provide 7.7 GTexel/s better texturing performance. This still holds weight but shader performance is generally more relevant, particularly since both of these GPUs support at least DirectX 10.

The GTX 760 has a 222 MHz higher core clock speed than the HD 8950 and the same number of Render Output Units. This results in the GTX 760 providing 7.1 GPixel/s better pixeling performance. However, both GPUs support DirectX 9 or above, and pixeling performance is only really relevant when comparing older cards.

The GTX 760 was released less than a year after the HD 8950, and so they are likely to have similar driver support for optimizing performance when running the latest games.

Both GPUs exhibit very powerful performance, so it probably isn't worth upgrading from one to the other, as both are capable of running even the most demanding games at the highest settings.

The GTX 760 has 1024 MB more video memory than the HD 8950, so is likely to be much better at displaying game textures at higher resolutions. However, the overall memory performance is about the same.

Mini ReviewGeForce GTX 760 Palit JetStream 4GB Edition is a special edition of GeForce GTX 760.
This edition comes with a custom dual-fan cooling solution which by itself should allow a slight performance boost, as GeForce GTX 760 benefits from the GPU Boost 2.0 technology.
Also, it has been overclocked out of the box from 980MHz to 1072MHz while its boost clock is now of 1137MHz. The memory clock was also increased to 1552MHz.
Furthermore, the frame buffer was doubled to 2GB though this will not boost its performance and can be addressed as a gimmick - marketing to lure consumers into paying more for the same product.
Benchmarks indicate a 6% performance boost when compared to the reference card and so this edition performs only slightly worse than GeForce GTX 670.
Overview
Radeon HD 8950 (OEM) is an OEM Only, High-End Graphics Card based on the First Revision of the Graphics Core Next (GCN) Architecture.

Architecture
The GCN 1.1 revision of the Graphics Core Next Architecture adds new important technologies and is largely oriented for energy efficiency. New technologies such as PowerTune and TrueAudio are the biggest additions as well as DirectX 11.2 support.

GPU
It equips a GPU Codenamed Tahiti PRO2 which has 28 Compute Units activated and thus offers 1792 Shader Processing Units, 112 TMUs and 32 ROPs. The Central Unit is clocked at 850MHz and goes up to 925MHz, in Turbo Mode.

Memory
The GPU accesses a 3GB frame buffer of fast GDDR5, through a 384-bit memory interface. The size of the frame buffer is exaggerated and in no way benefits the GPU. The Memory Clock Operates at 1250MHz.

Power Consumption
With a rated board TDP of 200W, it requires at least a 500W PSU with two available 6-pin connectors.

Performance
Radeon HD 8950 (OEM) is a Direct Rebrand of Radeon HD 7950 Boost Edition and performs exactly like it.
