In terms of overall gaming performance, the graphical capabilities of the Nvidia GeForce GTX 650 Gigabyte OC 1GB Edition are massively better than the AMD Radeon HD 8470 (OEM).

Mini ReviewGeForce GTX 650 Gigabyte OC 1GB Edition is a special edition of the fast-middle-class GeForce GTX 650 1GB.
This special edition comes overclocked out of the box to 1110MHz and features a custom-designed 10 cm cooler.
Benchmarks indicate a 4% performance boost when compared to the reference card and so this GPU is suitable for medium to high settings on most demanding games but not with extreme resolutions.
Radeon HD 8470 (OEM) is an OEM Only, entry-level Graphics Card based on the second revision of the Terascale Architecture.

The Second variant of the Terascale 2 Architecture is still manufactured with a 40nm technology and despite allowing more Stream Cores, their design remains more or less the same compared to the first variant.

It equips a GPU codenamed Caicos XT which has 2 Compute Units activated and thus offers 160 Shader Processing Units, 8 TMUs and 4 ROPs. The Central Unit Operates at 750MHz.

The GPU accesses a 512MB frame buffer of fast GDDR5, through a 64-bit memory interface. The memory clock operates at 900MHz. The size of the frame buffer is adequate.

DirectX 11.0 Support (11.0 Hardware Default) and support for HD3D, Eyefinity, App Acceleration, PowerPlay and other technologies.

Power Consumption
With a rated board TDP of 18W, it requires at least a 300W PSU and it relies entirely on the PCI Slot for power, meaning no extra connectors are required.

Radeon HD 8470 (OEM) is a Direct Rebrand of Radeon HD 6450 v2 and performs exactly like it.
Gaming benchmarks put its performance somewhat above of a GeForce GT 520.
