Update: So far I'm able to play with most settings on high, with volumetric clouds on ultra high, clutter on very high, water on very high, and character detail on ultra high. FPS hovers around 42-45, but it feels fairly smooth. I don't mind sub-60 fps as long as it's stable, so I'm pretty happy with this.

The system should be able to run it smoothly (50-60 fps) at high to ultra settings 1080p.
Check your system, maybe the CPU overheats and slows down and as a result you see these spikes, Ubisoft games are very taxing on CPU and they overheat easily with stock coolers

I voted yes because…around med-high setting with AA off and Shadows to min. you will get around 40-45 FPS

I have an i7-870 (lol) and a 1050Ti and I can play this at medium/high around 40-45fps. Be sure to turn the volumetric fog off along with water reflections
