with my GTX 1080 Ti, I got noticeably better and more consistent fps when switched from Vulkan to DX12, also I did some advanced tweaks in graphics settings to squeeze as much fps as possible without sacrificing quality, in the end though, I'd say the game was one of the most boring experiences I ever played xD
i have to agree it is pretty boring i mean action and missions are just dumb, tho i feel its lazy atmosphere chating with other characters and so on, and as usuall with open world games i had to use trainer to incress game speed so that i can travel faster bec it gets really boring riding for hours just to get to the mission that will last some 10 min and then back to riding again. by noticable better peformance do you mean like 60-70fps on average then its normal as 1080ti is 20-30% faster then non ti version, as for dx12 having better peformance then vulkan thats interesting and suprising will have to try it
i also find it interesting when i incress the games speed to like by x3 or x4 times, usually other games when i do that peformance tanks hard and even more if you start moving fast bec of loading textures or what else but in rdr2 it dosnt tank at all and has no problem with textures loading at all so i am confused does that mean that rdr2 renders much bigger surface of the map but even then i traveled from one side to another and no stutters and no fps drops

I played at ultrawide 3440x1440, framerates mostly around 50fps, sometimes around 70-80fps in less dense locations :)
